Ellen Gilmore was born in Wilkes-Barre, Pennsylvania in 1971. She was admitted to the Florida Bar and U.S. Tax Court in 1996, and to the Georgia Bar in 1998. She graduated cum laude with a Bachelor of Science Management degree in Accounting from Tulane University A.B. Freeman School of Business, New Orleans, Louisiana in 1993. She received her J.D. in 1996 from George Washington University National Law Center, Washington, D.C., and an LLM with distinction in Tax in 1997 from Georgetown University Law Center, Washington, D.C. Ms. Gilmore clerked for U.S. Tax Court 1996-1998.
