Ellen Gilmore was born in Wilkes-Barre, Pennsylvania in 1971. She was admitted to the Florida Bar and U.S. Tax
Court in 1996, and to the Georgia Bar in 1998. She graduated cum laude with a Bachelor of Science Management degree in Accounting from Tulane University A.B.
